Did anybody know how to resolve this problem

"451 qq temporary problem (#4.3.0)"

I'm using qmail as a MTA plus spamassassin and clamav as a email relay.

I've implement qmail+clamav+spamassassin as a mail relay a smtp secured gateway. The problem is when i telnet to the mail relay and as usual issue command mail from, rcpt to and data to test the mail-relay and the error was appeared "451 qq temporary problem (#4.3.0)". I'm suspecting the qmail-scanner cannot run properly. But i failed to solve the problem. Does anybody here could share the experience to tackle this problem.
