How to change the .iso in virtual cdrom after qemu is started?
Host is Debian, ctrl+alt+2 doesn't work.

You have to get to the monitor to change it.

To see monitor, press left Ctrl, left Alt and 2 keys together.

Wonder if a keyboard mapped deal would be it or non-standard keyboard?

Not sure what could cause it to not have a monitor but dunno where you got the qemu from.

It will use querty (us).

You can change the layout starting it like this:
Code:
qemu -k [keymap] [disk_image]

it seems the problem is that I need it in qemu for sparc.
when emulating PC, ctrl+alt+2 works fine.

What's your host system (OS)?
Is your monitor-console enabled "monitor=yes"? (it causes a security problem with xen and others and might be disabled in default).
