Program to tag photo's in cli

I was wondering if there were any command line program's to add tags to photo's.

At work they would like to scan in invoices add tags to the photo's and then be able to search by the tags when they would like to bring up the image.

Have a look at imagemagick (www.imagemagick.org), you can read and write IPTC headers, and with a bit of sweat probably write a batch converter.
