Program to Create Secure PDF Files?

Can anyone suggest a program that will create PDF files with added security. I know many programs will create pdf with no security - but Im trying to see if there is an alternative to having to buy the full Adobe Acrobat just to add document security (such as password requirement, print only, etc..)

I think it is useless because there is a windoze program who unlocks the protections (prints only, password ecc).
