proftpd upload problem help help

Proftpd latest version
Apache v2

I have been trying to fix this for many days now with no luck. I hope someone can help me. I am able to login to the ftp server and download from the server; but the problem is I cannot make directories or upload to the server. I have tried everything I can think off and looked over all the posts and can’t figure this thing out. I am uploading to my webserver to update my pages. Hope you guys can help
