I have found problems with proftp. I liked its features, but it does not handle some conditions well, including running in some virtual guests. You might want to consider seeking an alternative.

OK, past that have you tried both install and reinstall with the force option? Once those are done you MAY need to run a manual re-configure.

For future reference, you should never 'uninstall' packages by deleting to components. Always use the package manager to uninstall and update the database of installed packages. Then if you later delete related files that the uninstall does not, at least the system will not be confused about what is and is not installed.

try to use dpkg to get the deb info
dpkg -l|grep proftp
and then
dpkg -L packagename
to get the files in the deb, maybe you can find where the proftpd is installed
find out the main executabel file of the proftpd, then run it or make a symbol in /etc/init.d/ link to the proftpd
