i get this error when i try to connect, I am trying to make my port 5215 because the isp blocks port 21. I have switched it back to 21 and it still gives the error,

No connection could be made because the target machine actively refused it.
Cannot login waiting to retry (30s)...

whats wrong?

Can you log in from your local machine?
Also, output the ftpd's logs here, that might help.
