Question Procmailrc file how many do I Need ??

Hello,
I have just installed spamassassin to work with my sendmail. I have 3 users only me root and I just configured webmaster. In the logs I get Suspicious rcfile in the /home/me/.procmailrc
I am confused here the global procmailrc file is in my /etc directory. I have a .procmailrc in the root directory and have /home/me/.procmailrc file also. I am use to just one main rc file in /etc directory for most of my programs. Am I correct in saying that there is a procmailrc file for users and global? Also do I call up spamc in all of the procmailrc files like as follow's
:0fw
| /usr/bin/spamc

I can send but not receive mail to webmaster. Webmaster is a profile in the system under /home/webmaster with a .procmailrc file also. I was thinking root is really the webmaster and that is why I can't receive mail just send from webmaster..
Any help would be appreciated.
Thanks
Rick

i thing generally most systems just use ~/.procmailrc files and no global file
so individual users can do what they like with regard to mail delivery
