Does this happen for all programs you try to run, or just some? How about wine's "builtin" programs, like winecfg, regedit, or notepad? If it's just a few programs, try playing with the settings in winecfg.
Second, try using another version of wine. It's possible there's some kind of bug or regression in the wine video driver. You can get previous versions from winehq.com if necessary. Also check out their appdb to see if there are any issues reported for the programs you're trying to run.
Finally, if you're running a 3D desktop, you might try disabling it for a while, and/or try using a different video driver, if possible.
