I have one hard drive 200 GB with 3 partitions,
the first partition is 10 GB fat32 with windows xp OS,
the second partition is 170 GB NTFS,
n the last partition is linux with 20 GB.
Now i have FC3, it's sweet n i'm impressed with GNOME
anyway i used webmin to mount the windows partitions,
i can mount the FAT32 but not the NTFS.
so any ideas, any help will be appreciated

Please give us the /etc/fstab line for the NTFS drive.
If you try to mount it (as root in the shell) manually, what errors so you see?
Also, read the manpage for the mount command. It contains the options you can use to control the owner, group owner, file mask and directory mask.
One other option is to use the same encoding as windows XP does. That I don't know by heart, and is the reason I normally set up the partition using a GUI tool, to do that form me. Then I change the options that I want.
