problem with spamassassin


I'm running spamassassin with postfix. My problem is I cannot get SA to tag a message as spam. As an example I have put an entry into the local.cf as follows
score foo 100.
My required_hits is 30. However when I send an email in with foo in the subject I only get a hit of -0.9. At first I though it was auto-whitelist, but I have set auto_whitelist_factor to 0. Can someone please help. below is my local.cf

well foo isn't a defined rule... did you create one to match?? that one line at the end won't do a thing unless you've defined it as a rule already.

Ok now I understand that. where is it I can add keywords, such as foo to a list to be scored on?
