problem with proftpd

os: debian testing
with my ftp server happens something strange. when I downloading mp3 or video files everything alright, but when I try to download photos from server in server log I get:

mod_cap/1.0: attempt to configure capabilities failed, reverting to normal operation
or mod_cap/1.0: cap_set_proc failed: Operation not permitted. and my ftp client wrote that process of downloading is stalled.

in google I found that CapabilitiesEngine off disable mod_cap module, but it doesn't help. process stalls but in log file I don't get error message.

I'm sorry for my bad English I hope you understand what I mean
