Problem with cupsd in mepis

I get the following errors and can't add a printer:

An error occurred while retrieving the list of available backends:

Connection to CUPS server failed. Check that the CUPS server is correctly installed and running.

How can I resolve it?

Did you start the cups-server? Is it running?
/etc/init.d/cupsys status should tell you...
(I believe the init-script is called "cupsys" - check that - maybe it's name is cupsd - like here on my machine...)
ps ax | grep cups
will show you if the process is running also
