You keep switching between root shell prompt and a user shell prompt.
My /opt is owned by root:root so, a user extraction is going to fail here if I try it as a user ("$")

Try this:

sudo su -
cd /usr/src/
wget http://www.eclipse.org/downloads/download.php?file=/technology/epp/downloads/release/luna/SR1/eclipse-java-luna-SR1-linux-gtk-x86_64.tar.gz
tar -zxvf /usr/src/clipse-java-luna-SR1-linux-gtk-x86_64.tar.gz -C /opt
exit
sudo -k
eclipse should be in /opt/eclipse/bin/ or there abouts.
