I get this message every time I start openoffice, since root isnt even loged in I think that the problem lies in the permissions of my "personal settings". Problem is; I dont know where my personal settings are. so my question is: where are the OpenOffice personal settings stored?

Cause I checked my home directory for any openoffice files with a "." and I didnt find any

Since you don't indicate what window manager you're using, I can only suggest these places to look.
/home/<user>/.gnome/apps , /home/<user>/.kde/share/applnk , or /home/<user>/OpenOffice.org/user as possible locations for a lock file.

yeah, try your /var/lock directory, to make sure there aren't items opened there (from a crash)

There's a weird named file that OO.o sets in your home dir. I can't remember the name of it, but I know it's there. I had this problem once try deleting /home/yourname/.openoffice and see if that helps.
