If you have a Rational Rose copy, I'm sure you can find a "README" or an "INSTALL" file which explain how to install it...
But if you don't have it, I'm not sure that Rational Rose is a free software, so you certainly won't found it in free repositories, nor a link to download it (except a demo version).
Try UMBRELLO or BOUML
