please open a terminal and post the output of
Code:

everything looks normal.
just some amd/ati onboard chip.
what is "linux mate"? there's no distro by that name.
please explain, and post output of "uname -a".
my suspicion that this artifact is graphic card/driver related is a shot in the dark.
have you tried different mouse pointers?
different distros (live versions, booted from usb, no need to install)?
you might want to try the proprietary driver (fglrx, if i remember correctly).
ubuntu-ish distros have a gui utility for installing extra drivers.
ps: obviously a screenshot can never hurt.

I have attached the screenshot of the issue. The distro is ubuntu mate. Will try a fresh install if no solution.

no fresh installl just yet (unless you have been doing weird things to your current install).
please try the proprietary amd/ati driver, which is "catalyst" and/or "fglrx" if i remember correctly.
if you still have problems, post the info i requested previously, and probably much more (to get an idea what i mean, read the first link in my signature).
