phpBB3 install halted. Found // Not writable

Amazon EC2 RHEL7
I have chmod the files and folders, but it won't seem to recognize it. Here is what I got from ls -al | grep

That is completely wrong. Either revert your mistakes or wipe it, read the installation instructions, start the installation again and post exact error messages.
