php_value in .htaccess

I need to have a .htaccess file with a php_value set. However when I run the needed php script I get an internal server error, and the apache logs give:
/home/rob/public_html/.htaccess: php_value not allowed here.

So after googling, I added the following to my httpd.conf file:

<Directory /home/rob/public_html>
Options All
AllowOverride All
Order allow,deny
Allow from all

I've tried putting it by itself, as well as with the loading of the php modules. Made sure to restart apache after each try.

Any ideas?
