PHP argument problem

Im trying to get php working on my Linux box, and everything is hunky dory except for 2 things:

1. PHP files will not accept arguments. so for example if I have a php file that prints the name of the argument arg It will output nothing at all (through the browser)

2.I cant do virtual includes in .shtml files, they are treated as literal includes, thus all my actual PHP code shows up on the webpage. (not pretty!)

Ive scoured the php.ini and httpd.conf files but cant seem to find anything
