Permissions creating a socket from a child process of Apache

Hello All,

I am running into some permissions error when trying to do some custom logging from Apache. I have created a python client that creates a connection to a server and dumps our custom logs to it. The problem is that the program gets a permissions error when launched from Apache but not as a normal user.

Code:
socket.error: (13, 'Permission denied')
Does anyone know how these permissions work and how I can change them.

Thanks
