what is there to think about? you haven't described what your goals are. in order to tune, you need to define and measure some specific aspect of performance.

rhel4 is pretty agressively old; did you choose it? 16G is a lot, but can certainly be handy if your working set winds up cached. (the settings seem conservative in their memory use, but without knowing what you want to tune...) the processor is not terribly speedy by today's standards, but quite enough for basic http serving. (or do you have heavier-weight cgi in mind, php, RoR, etc?)
