It says it is just an IP filter. Linux has all kinds of IP filtering options built in and front ends available - they are commonly called firewalls... so I can't see where this is especially useful, except that if gets block lists from remote sites (which I would not allow on my machine anyway). So not very useful for Linux.

Looks like M$ only, requires MS Visual C++... and more...

Coming from a newbie I might think this was a spam link...
