gscan2pdf is a good program for pdf (or djvu) creation from scanned images (and the pdf file can also later be opened and directly edited). However, for overall creation of pdf files, OpenOffice.org is the best (once saved as a pdf, these cannot be later opened and edited by OpenOffice.org, however -- but certainly the original OpenOffice.org creation file for the pdf file can be).
