If there isn't a /usr/lib/pkgconfig maybe you're using a 64 bit system, so the path is /usr/lib64/pkgconfig.
Or else find where the .pc files of the packages installed by your distro are located?

Anyway if you want to exclude a directory, you should use a PKG_CONFIG_PATH that does not include that directory.
Same goes for LD_LIBRARY_PATH and you can also comment out that directory from /etc/ld.so.conf or /etc/ld.so.conf.d/*.conf files

are you building Gimp 2.8 on the EOL Ubuntu 10.04 ?

the glib issue will be hard

#1) upgrade to the current and SUPPORTED operating system !!
( think of 10.04 as trying to still use windows xp )

-- OR --

2) install a newer version of glib ( and ALL the dependencies ) OUT OF THE SYSTEM $PATH

for the development source of gimp ( and other software) i use a "config.site" file for autotools

this can also be done for gegl and what ever else needs it and all the dependencies

for out of system $PATH installs you have to export locations

but be warned a normal every day typo MIGHT make your system never boot up ever again
