OpenVPN for Roadwarrior and Site-to-Site

I am planning to build a OpenVPN server to cater both Site to Site and roadwarrior users. My plan is for site-to-site to be routed via tun and no redirect gateway. While the roadwarrior will be joined into the network via bridging (tap). Is it possible to create one instance of OpenVPN which serves both RoadWarrior and Site-To-Site? Or do I have to create a second instance for each?

Also, is there a way for clients to control whether they will be default routed to VPN and not?
