OpenVPN as an unprivileged user

I am wondering if it is possible install and run OpenVPN as an unprivileged user. I have a user on my server who wants to run it, and I would like to run it with minimal root input. I was thinking about installing it into his own homedir, and run everything from there. Can this be done? I suppose that would require me to manually compile and install it?
