You are not able to find the package because you might not have subscribed for that. As you are using Red Hat you can login to their portal and check if you have Openstack repository subscribed.
If you are using RHEL6 for testing purpose then I would suggest using CentOS instead and you will find Openstack package in EPEL repo.
I was searching for this rpm only for testing purpose,so i was searching if i can get this rpm for free for RHEL6.5.
Nope you don't get it for free. As John VV said use CentOS 7 instead.
No offense and this is not something I am pointing at any specific person. This is something I have seen a lot in the community. People want to test stuff on RHEL. One thing I seriously don't understand why people want to test stuff on RHEL instead of CentOS, I mean what makes them to go for RHEL.

Its because they believe doing RHEL certificate can bring job to them and these guys have no idea about Cent OS.

Doing RHEL certification is different. I mean if you want to do RHEL certification you don't need RHEL to practice can be done on CentOS. Yeah, not knowing about CentOS could be the main reason.

okay. Actually, i have the certification of openstack .I was just trying to revise the things.
Alright but you can use CentOS 7 itself for setting up your Openstack test environment. It will work the same way as it works on RHEL. Also it will help you to save time instead of searching package for RHEL you can get that package for free on CentOS.
