What happens when you try to run it?

Try opening up a terminal window and running it there by typing ooffice, oowriter (might also be called soffice, swriter). Post any error messages you receive.

Did you try running it from a terminal? It may print out some useful errors when it crashes, which would tell us something about what's wrong.

this is not a solution but you might try gettting the installer from openoffice.org. I had a similar problem as yours and never managed to fix it - it just wouldn;t open with one of my users and I could not figure out why. There seems to be something odd with mandrake's rpm version.

go into that directory and then type
./soffice

this should do it (don't forget the ./ and you have to in that directory). If you don't like this, do the following.
whereis oowriter
this will tell you where oowriter is - this is the script that is supposed to start openoffice1.0 that comes with mandrake. I think it is /usr/bin/oowriter. Make a backup of it and erase the original. Then
ln -s /home/myname/OpenOffice1.1/soffice /usr/bin/oowriter

you have to replace /home/myname/OpenOffice1.1/soffice and the other things with the exact paths - linux is case sensitive and you have to be root - use the command su to become root. This way, you should be able to start openoffice1.1. from the menus)

I don't know if this might apply to the RPM version (since mine seems to work just fine), but when you install OOffice using their installer, it's necessary to install once as root (to get all the software installed), and then run the setup utility again as each user; it creates an OOffice directory for templates, preferences, etc. in your home directory. After that, you can run the software normally. No idea whether the same is required for some RPM installations, though. There is a setup program on my distro located in /usr/lib/openoffice/program/setup. Maybe try running that as a normal user?

When you unpack the stuff from Openoffice.org there is a README file in there that tells you what to do. Or maybe it's called something else. You'll find it. The installation is pretty straight forward.

But did you going into your Openoffice1.1 directory and then doing
./soffice

maybe you did install it right the first time.
