Opennms on Debian not receiving notifications

I installed a new version of opennms on a Debian system. I read that it now uses JavaEmail for notifications. Even when I select "email" for the method of notifications, I do not receive them. I can send mail at the command line. I wouldn't mind using /bin/mail.

I updated the $OPENNMS_HOME/etc/ file and specified the mail server. I looked in the pollers-log and see
"Scheduler: schedule: queue element added, notification not performed". The documentation that said to do this said it was only necessary for upgrades.

Anybody got a suggestion?
