Opening A Zipped Program In Ubuntu?

Hi, I have downloaded a 1 MB program to be unzipped in Ubuntu 8.04.

I stall in progression, I am not familiar with the archive opener, "open" or "extract" and to which location? I don't know how to use it, the program is PSPP which should go in programs in office or education.
