Does anyone know of, or could someone help me locate, an Open Source software for a service similar to PayPal or a debit card system?

What are you trying to do? Process merchant account payments?

I am creating a service similar to PayPal on Linux with MySQL. The service is a debit card system. I am going to enroll merchants and we will be the merchant processor for them. This system is proprietary and it is not tied to MasterCard, Visa or any other processor.

Clients (like you or me) can deposit money (fund) their debit card. Once they do so, they can buy goods and services from merchants to whom we give a debit card terminal (just like a credit card machine). These terminals can only process our transactions. The client will also be able to transfer money on his card to any other member.
