Only root can access FAT32 drive?

Hi, I'm using slack 9.1 dual-booting with WindowsXP (fat32), everyone has read access but only the owner (root) has write and execute access to it?

My drives are as follows:

hda - 120Gb FAT32 WindowsXP
hdb1/2/3/4 - 40Gb EXT2 Linux

Root can access the FAT32 drive (mounted as /fat-c/ ) and has rwx access, but my standard user accounts only have r access? I don't know if it is different to assign different permissions for directories or drives, but $ chmod 777 /fat-c just returns me to a $ and ls -al shows the old permissions still?

Yours,

Sorry I should also mention that when I try to change the permissions in GNOME it gives me an "access is denied" message?"
