No. Both Ogg and MP3 are lossy processes... Data is actually removed to compress the file.
Now, whether the loss is acceptable or not is up to you.

I thought up a better analogy... Take a great piece of steak, and dry it out to jerky. Now, rehydrate it. Is it the same as before you dried it out? Then, dry it out again.
