Is there any program the converts Ogg files to mp3 files without loosing any of the bitrate/sound quality?

No. Both Ogg and MP3 are lossy processes... Data is actually removed to compress the file.

Now, whether the loss is acceptable or not is up to you.

<< EDIT >>

I thought up a better analogy... Take a great piece of steak, and dry it out to jerky. Now, rehydrate it. Is it the same as before you dried it out? Then, dry it out again.

You can use audacity toohttp://audacity.sourceforge.net/. I read (but now i can't remember where) that ogg has better compression and quality than mp3.
