ntpd not correcting local time


My problem is the my primary ntp server is synchronizing with the public time servers, but it just does not correct it's local time. The local time also loses 13 minutes per hour. I temporarily added a cron job that runs every hour but this defeats the purpose of ntp. All client machines get synch the wrong local time of my primary ntp.

service ntpd stop
ntpdate ntp2.usno.navy.mil
service ntpd start

Does anyone know how to fix this. I have included /etc/ntp.conf and ntpq info.

rpm -qa | grep ntp

Running on Fedora core2 with all available updates
