Question noob vsftp help needed

I am trying to set up wsftp so that I can access my files from work. I have wsftp installed, but how do I set it to be accessible from the net? The only way I have been able to see that it is working is by ftp localhost in the terminal. The "ftp localhost" works fine. I am in a temporary aptartment right now, and on a cable modem that is shared to a few apartments, and I don't know if or what firewall is being used. I am using DHCP so my ip is not fixed. How do I set up wsftpd to be accessable to the net? Thanks.

You'll have to have a word with who ever has control of the direct connection to the internet if they are willing to forward ftp requests to your computer.
