No package 'gtk+-2.0' found

I am a new linux user. I just started using it today. I have ubuntu 8.10 installed and i need to install carmen software..but i m gettin errors like

1 Searching for GTK... not found.
2 I tried to execute pkg-config gtk+-2.0
3 and got this response:
5 Package gtk+-2.0 was not found in the pkg-config search path.
6 Perhaps you should add the directory containing `gtk+-2.0.pc'
7 to the PKG_CONFIG_PATH environment variable
8 No package 'gtk+-2.0' found

I saw in system-administration-synaptics that gtk2.14.4 is installed but i am not able to locate any .pc file??...can somebody please help me out on this problem?....
