Searching for 05ca:1870 ubuntu on the web returns https://ubuntuforums.org/showthread.php?t=1478259 which refers to a Launchpad PPA that might solve the problem if it supports the version of Ubuntu that you have (although you have not specified the version here).

If you want to try things more manually, you can have a look at https://bitbucket.org/ahixon/r5u87x/

You may need to unplug and replug the webcam after boot. The usb bus is limited and if you have other high bandwidth things (like ethernet or wifi networking) on the same hub / port, it can interrupt things and make things unreliable. There's also limited power on a given port, so a powered hub might help even if there's only one thing on that port. Laptop usb ports tend to be under powered, probably out of battery life concerns.

It could also be that your user is not in the video group.

$ ls -l /dev/video*

$ groups

$ id

Or everything is there, but the usb video module isn't loaded (or available).

$ sudo modprobe uvcvideo

Edit: Sometimes a reboot cures a few ails. Which is probably your only option with an internal webcam.
