Nmap 3.93 scanning problems ?

When i try nmap -sS -O any IP and every time it does that, gives me bunch of garbage like this

sendto in send_ip_packet: sendto(4, packet, 40, 0, 81.21.73.207, 16) => Operation not permitted

and when it goes trough which is very rare it gives me this

Note: Host seems down. If it is really up, but blocking our ping probes, try -P0
Nmap finished: 1 IP address (0 hosts up) scanned in 2.151 seconds

i've tryed booting up another linux distro (auditor) from remote exploit knoppix based, and it perfectly scanned both of those ips without any error messages.
However, it was nmap 3.75

Could it be that i have a firewall i dont know off i know i had guarddog but got rid of it and modified the router firwalls........ I am running right now simply mepis...
