NIS/LDAP alternative: manual-copy-of-login credentials utility?

I'm looking for a utility that can effectively provide a NIS-type
replacement to manage accounts across a set of Linux/Unix/BSD
machines.

Do other freeware/shareware utilities exist to manage such a thing?

I prefer for each of my Linux/Unix/BSD boxes to have similar/same
account credentials (logins and passwords) without a dependence on a
common/central server. This way each machine can operate
independently but still support a common user set.

Thanks for any help,
-Matt
