Newb ProFTPd questions

I'm very new to linux and am trying to configure proftpd. There are 2 things I'm attempting to do:

1) restrict users to a directory called /home/ftp. I've tried using DefaultRoot /home/ftp, doesn't do anything. Also tried DefaultRoot ~, users could still go anywhere.

2) Allow users to download and upload any file to this directory. I used umask 0022 and all files, after upload, are set to -rw-r----- no matter what I use for umask.

I've been researching this for 3 days now and am about to give up. What am I missing? BTW, I have Mandrake 9.0 installed, not sure if that matters or not.

Problem solved. Like I said, I'm a newb
I guess when you install Mandrake, it automatically installs Unix FTP, as well as let you install ProFTPd. Figured this out when I changed the ProFTPd port to 666 and logged in w/ all of my changes working.
