New Theme Isn't Apopted By All Programs... Why?

I had installed a theme in my ubuntu 7.10. My folders and apps have adapted to the new theme. However, some programs in the Administration menu don't conform to the new theme. For example, Synaptics has a white interface instead of the newly installed dark theme. How can I fix this?

The new theme is not visible to programs running under other user than you (i.e. synaptic runs under root privileges).
For all apps to be able to use your theme it should be installed system-wide, i.e. /usr/share/themes.
By default your theme resides in ~/.themes/SomeThemeName. Just copying it to /usr/share/themes/SomeThemeName will allow all users to use it. You might want to change owner to root on all the files copied.

rtg, also, do you know how to change icons for mp3, doc, and zip files? These icons that come by default on ubuntu really suck. I want to change them to icons that I had downloaded from gnome-look.org. But, when I try to install these icons through the theme install manager (by going to 'Appearance Preferences'), it doesn't install. Therefore, I assume these aren't icon themes which can't install. Any ideas?

Icons go to their own folder, called (ta-da!) ~/.icons for user only and /usr/share/icons.
You can unpack your iconset to these folders and select them as your gtk-icon-theme.
The theme itself is a bundle of image files and some info about the theme like name, sizes supported etc.
Changing specific icons involves manual move of the files from theme folders you like into the theme folders you don't
