Need some help with apache

I am using FC5 with apache 2.2.2 and I can't not cut and paste a damn thing into my /var/www/httpd/ directory I must COPY and PASTE it or else it tells me I do not have permission to access the directory on this server...
I've never had this problem before when i was running fc3 and used Apache to run a little web server and I have no Idea why the heck I can only COPY and paste, not CUT and paste.. Takes way tooooo damn long to copy paste then go back and delete the orional.
Anyone know why this is happeneing and how I can fix it?
Thanks

you must have rw permissions on the file that you are trying to cut and paste, not just r.

ok

All the files appear to have read/write permission, Well all the ones I've done so far.. It seems if I download it and cut n paste it's no good, if I copy it from CD then cut n paste it works..
This is all done as Root Too to make sure i have full permission.
