You should just pick up a distribution that suits you for it's size, or perhaps the ease of use. Installing applications is just a matter of few clicks usually, and most distributions contain the same, "normal" applications people usually use, and it often means that some special apps need to be installed afterwards from the net. You can try google, icewalkers or some else site to search for a fax program and a web filter of your desire..then you can see what kinds of binary packages they offer for an installation (binary packages are simpler to install than to compile from source), and then pick up a distribution that uses such binary format (that is, if you only need those two apps for it - you just select the distribution for your needs). actually the distribution you choose isn't the matter since almost each one of them, if not all, can be turned to do what you want. I have doubt that no distribution, at least the bigger ones, offer you those programs straight out-of-the-box.. (I could be wrong though, since I don't use fax, neither a web filter).
