National character and UTF-8

I'm using different distro's, both at home and at work. The problem is with swedish characters "å,ä,ö".
This has been no problem before, I have moved files between distros and computers with characters kept. And then, enter UTF-8.
Some distro's use UTF-8, in X this is ok, but in text-mode the swedish characters are incorrect. And worse, I can't move files between distro's without having names and contents messed up!
I have tried various solutions to get only iso-8859-15, but no success. It doesn't matter if I copy in a text-console or using konqueror, I told konqueror to use iso-8859, it doesn't help.
Either I get 1-2 rubbish-characters or just a space.
The specific troublesome distro's today is Fedora C3 and Mepis 3.
So how do I get rid of UTF-8?

What does "echo $LANG" say? I presume you want sv_SE.iso88591 there.

I've been experimenting more, changed /etc/sysconfig/i18n so it now has sv_SE.iso88591
So "echo $LANG" now says "sv_SE.iso88591"
So far so good, the files from Mandrake are fine - but the files created here (=Fedora C3) are messed up instead...
I added sv_SE.iso88591, didn't remove the utf-8.

...And I can't use national characters in Sylpheed at all...
Selecting different codings and old messages display correctly, but no matter what coding I choose I can't type swedish characters. Can't copy them in either...
GRRRR!!! Who the h*** invented this stupid UTF-8????
