Question Mysqld port error


i'm having problems remotely connecting to mysql server. the error messege i get say "Can't connect to MySQL server on 'remote ip' (113)".
i know mysqld server is running and ready for connections cause when i start it the mysqld log says this.

mysqld started.
innodb: started; Log sequence number 0 43634
/usr/sbin/mysqld: ready for connections.
Version: "4..10a' socket: '/var/lib/mysql/mysql.sock' port:3306 suse mysql rmp

however when i do a port scan i do NOT see the port 3306 on that server. Any ideas on what i need to set so that port 3306 comes through when i do a port scan for it?

I also forgot to mention that i do have -skip-networking commented out in my.cnf file.
