Unhappy mysqladmin problem

i tried to set the root password for the Mysql by the command
/usr/bin/mysqladmin -u root password 'new password'

It gave me the following error:

/usr/bin/mysqladmin: connect to server at 'localhost' failed

what does the error mean and how do i resolve it ?
