Mysql users error

i tried using this command
GRANT ALL ON database.* TO user IDENTIFIED BY 'password';
but when i tried to logon as another user by doing
mysql -h localhost -u user -p
and it gives me an error
ERROR 1045: Access denied for user: 'user@localhost' (Using password: YES)
and the password is correct.what am i doing wrong?

try '... TO user@localhost IDENTIFIED BY ...'

i got it working now.I was doing mysql -u user -p instead of doing mysql -u use -p database
maybe u can help on my perl problem now
