MySQL too many connections problem


hi!
Sometimes(after few days of good working) mysql doesn't allow connections saying: Too many connections. Restart of mysqld is not possible, the only way to restore it is rebooting system. It seems to me reboot and even restart mysql is not best solutions of the problem. Once I've viewed processlist and discover a lot of connections to one DB waiting for insert, while the first connetion to it could not commit insert by some unknown reason. The most time processlist shows not more than 3-4 connections. What do you think about it?
