Success!!!
I attended LinuxWorld Expo in SF at the Moscone Center early this month. The Fedora booth gave out installation disks and Live disks. The installation disk failed on my Dell Inspiron 4150 laptop; the Live disk ran from the dvd and accepted the command to install.
Fedora 7 at first, did not find my pcmcia modem. After downloading and installing a bunch of updates (including a new pcmcia driver) my pcmcia modem got detected and "Configure Network" graphic from GNOME correctly named my ttSy01 port and my isp phone number and login
Now, for the first time, since Fedora 3 I can use an external modem again.
Thanks, Lenard for all the advice on configuration of a "Linmodem" in the laptop. I much prefer the external 56k modem, though, if I have a choice.
